The Mua (Moa Island) Wug (St Pauls) Primary Health Care Centre Upgrade forms part of the Torres Strait Primary Health Care Centre Redevelopment Project delivered for Torres and Cape Hospital and Health Service (TCHHS).
Located in the remote Torres Strait, the project reimagines essential health infrastructure for the St Paul’s community through a complete redevelopment of the existing facility. The works include demolition of the outdated Primary Health Care Centre and construction of a new compliant facility incorporating an integrated Ambulance Bay, secure emergency vehicle enclosure, upgraded ICT infrastructure, solar generation and enhanced environmental performance.
The design response balances clinical compliance with cultural and climatic intelligence. A temporary modular health facility was installed and commissioned to ensure uninterrupted service delivery during staged construction — a critical requirement in remote community contexts.
Within budget, the project was refined to achieve full compliance with current Australian Health Facility Guidelines (AHFG), including reconfiguration of zoning, improved infection control pathways, enhanced clinical adjacencies, and increased detail in internal layouts, services integration, furniture, fittings and equipment (FFE).
Material selection and detailing were carefully considered to address tropical exposure, durability, long-term maintenance and logistical constraints associated with remote island delivery. Landscape upgrades and the integration of local art further embed the facility within its cultural setting.
The outcome is a resilient, future-ready primary health facility that strengthens essential healthcare delivery for the St Paul’s community while respecting place, climate and culture.
